"Is Software Industry Growth in Emerging Regions Explainable with the Extant ‘Theory’? Synthesizing the Experiences of India, China and the Philippines"

Abstract
This talk will broadly theorize on the different paths to software industry formation in emerging economies. I will try to develop a synthetic understanding of three cases that I have studied, to see how we can explain these software industries’ growth paths and the common/variant factors underlying their growth. I will sketch this without much in the way of statistics. The conventional understanding in studies of the software industry primarily ascribes industrial development to three factors: skilled labor, firms’ capabilities and opportunity (Arora and Gambardella 2005). We will look into whether this model explains our cases. Firstly, organizational capability has been built up quite differently – India has been a first mover in this regard. As a consequence, China and the Philippines have had to rely more on the foreign multinationals’ transfer of knowledge, as well as the opportunities associated with the latter. It is worth attempting to describe each “industry” as having acquired its own form of “industrial capability”, defined by a technological capability, which is mediated by the position in the value chain in relation to some production network – international or otherwise.

Biography
Ted Tschang has been assistant professor of management at Singapore Management University since 2001. His research areas are in innovation management and industrial development, in particular, at the industrial and firm level. One area of interest covers how the software and IT-enabled services industries develop in emerging regions. In this, his work focused on the development of firms’ capabilities and strategies in relation to broader national competitive advantages. A second research interest involves examining how the video game industry has been structured and how creativity enters the product development process (mostly based on qualitative research in the United States, and to a limited extent, in China). From this, he is developing theories of creative organization. Recently, he has been developing theory on how virtual worlds organize and emerge, and its implications for the future evolution of the Net. He has a Ph.D. in public policy analysis and management from Carnegie Mellon, and earlier degrees in economics and engineering. Prior to SMU, he worked at think tanks for the United Nations University and Asian Development Bank in Tokyo.
